Often used by "alay" in Indonesia, informal writings like this are the side - effect of handphones, ten fingers, and the Shift key. Most normal person who read leeted text are often confused, irritated, or even exploded. I resisted, so hail me now. thank God.
This is just another reason to Visit Indonesia - great waves are available outside Bali.
Why people like to write like this?
My Extensive - and - What a Waste of Time - Experiment (EWW TEXT) for a lifetime gives some reasons why :
1. If you notice Candybar or Clamshell phones which didn't use QWERTY keyboard, it's necessary to press a key several times JUST TO TYPE A F@CK!NG NUMBER ONE (1). It is also needed to type short - only 160 characters allowed here, man.
Time after time, the user's hands become used with this kind of situation, making their fingers extremely agile. They even become able to manoeuvre between text menus and symbols, and soon they began stocking up on shorten vocabulary lists. They also found it's fun playing with capitalize button. Even when they finally use a better phone, they keep their style.
2. Leftover theory. Trend changes everyday without notice. When gaulistas (cool peoples) can catch up with the stream, some people can't. What they know today is what we know yesterday. If we look into our past, when BlackBerry doesn't exist, we often do the point mentioned above. Meanwhile, they haven't got any cellphones. Years passed, and we adopted a new trend. Considering it cool, they adopted our former trend. Including our writing style.
And we hate them for that.

3. Chat and foreign pop culture. Leet / 1337 is a style of writing in which the standard character of English is substituted with another ASCII character, pretty similiar with bumpy text we're discussing here.
4. Speed bumps (polisi tidur). They also made the writings bUmPy.
5. Chitato. They are extremely wavy.

However annoying these texts are, we shouldn't judge the users as alay. After all, lots of humans are judging upon another based on their style. This is unfair, as everyone got their own, or stole it for their own. We should look at their behaviour instead. Is Andika Kangen Band alay? Or a fellow who participated in a street fight, just to make himself cool?
